rsync available on a dedicated endpoint

As of 04.07.2024, a dedicated endpoint for rsync traffic has been established

The endpoint is rsync-linuxsoft.cern.ch and it is open for both internal CERN users, and users from the outside

Historically rsync was available on the main linuxsoft.cern.ch endpoint

Please be aware that from 01.10.2024, this endpoint will be deprecated
